A foreign distance seller cannot license itself in Austria
For packaging placed on the Austrian market from 1 January 2023, a distance seller without an Austrian seat or establishment must appoint an authorised representative established in Austria. The representative assumes the seller’s packaging obligations, so the appointment is a legal step and not an administrative convenience.

Where an Austrian packaging file commonly breaks
A German registration is assumed to travel
A German packaging registration does not cover Austria. The duty follows the customer’s country, not the marketplace domain or the seller’s home register.
Everything is declared as household packaging
The household and commercial split is fixed by ordinance for each product group and is binding. Declaring one bucket for everything is both wrong and usually more expensive.
Low volume is read as no obligation
Austria has no de-minimis. A system may offer a flat annual tariff at low volumes, but the registration, appointment and reporting duties remain.

Is there one Austrian packaging number?
There are two identifiers with different origins. The register entry produces a Global Location Number, and the contract with a collection and recovery system produces a separate participant number assigned by the coordination body.
Who pays the licence tariff?
The tariff is set and invoiced by the chosen collection and recovery system. Our proposal separates private service fees from licence tariffs and from any notary or authority fee.
Does staying under 1,500 kg remove the obligation?
No. Austria has no de-minimis threshold; the earlier small-quantity regime expired on 31 December 2022. Below 1,500 kg of household packaging a system may offer a flat annual tariff, which changes the price and not the duty.
Can you guarantee registration or a completion date?
No. We prepare and coordinate the agreed work. The ministry, the coordination body and each system retain their own review and timing, and a representative appointment takes effect at the end of a calendar quarter.
