No separate Austrian storefront
Austrian customers are served from the German storefront. A seller can therefore be fully in scope for Austria without ever having sold on an Austrian domain.
The determining factor is the country of the customer, not the marketplace you list on and not the country that issued your existing packaging registration.
The platform duty is statutory
Operators of electronic marketplaces have to ensure that the producers and obligated parties they host meet the applicable registration and system-participation duties, and to exclude from the marketplace those for whom that is not ensured.
Providers of fulfilment services offering at least two of warehousing, packing, addressing and dispatch face an equivalent duty to stop providing the service. Both have applied since 1 January 2023.
What to give a platform, and what not to claim
Answer an evidence request with the identifier that matches the stream being asked about, and keep the dated request alongside your answer. A packaging identifier does not evidence electrical equipment or batteries.
We do not publish platform field names, deadlines or enforcement states without current dated primary evidence, and no pay-on-behalf arrangement for Austria was documented at review.
Conclusion
Scope comes before a form. Connect the legal entity, product, sales channel and EPR stream to the rule that actually applies.
Evidence must remain traceable. Keep source data, versions, approvals, filings, receipts and every record issued by an external body.
Third-party decisions are never guaranteed. The ministry, the coordination body, collection and recovery systems and marketplaces control their own procedures, timing and decisions.
